I tried both Method 1 & 2. Results are the same.
I tried running the Windows DVD Player application on my computer and discovered that it would not play any DVD Movies. Knowing that KB3081704 is attempting to install Windows DVD Player, I uninstalled Windows DVD Player from my computer. I then hit RETRY on the Windows Update Screen thinking that this time KB3081704 would do a fresh install of the Windows DVD Player. However, KB3081704 still fails to install. You may find it interesting that every time I select the RETRY button on the Windows Update Screen it first installs KB3106246 successfully then tries to install KB3081704 and it fails with the option to RETRY. When I view my Update History I see 26 times that KB310626 has been installed successfully & 26 times that KB3081704 has failed. These appear as a pair in the history 26 times.
I have no idea why KB3106246 keeps being installed. This all started after I updated this past Tuesday, November 10, 2015 (the so called UPDATE Tuesday) & all those many updates that night were successful. Two days later on November 12, 2015 is when the Windows Update Service started offering KB3106246 & KB3081704. Those 2 updates have been the only items that have been attempting to install since November 12th.
